This is from his own experiment that gave him an artificial eye, which will turn black with red circles in it, that can analyze a opponents soul and how it functions, and how he can counter it.

personality: Saito is also strangely very polite towards almost everyone and speaks in a gentlemanly type vocabulary. However, even though this personality is a facade, don't think he won't get pissed off if you start a fight with him. At some points Saito can have a playfully dark personality, like a little devil, and will also get into the heated argument with someone he doesn't like.
Saito is a very dependable person, as he always likes to follow through in what he's doing. After his years of hardship as a child, Saito has become very bright and optimistic. He is almost always seen wearing a goofy smile on his face and seems to look at the bright sides of life. Saito always tries to lighten up the mood in the room, and usually has a good sense of humor. However, when he is in a serious battle or trying to protect his friends, Saito immediatly becomes serious and quite competitive. Saito also seems to have a best friend that he first met in the Academy and then again in the 12th Division, Tesshiori Keikage. Keikage seems to be very loyal to Saito, and vise versus, and also seems to be helpful with Saito's goal to reach the top.
Saito seems to cherish life greatly, always trying to protect his friends and loved ones and make good use of the life he has. One re-occurring incident is that Saito will sometimes accidentally walk into a room of girls at the wrong time or look like he's doing something inappropriate in front of girls. These usually end up with Saito getting beaten up, punched in the face, or hit in the crouch. Despite the way he acts, Saito is actually very brilliant in science and has an amazing ability in perception. However, Saito uses his continues smile as a facade to hide his true personality and goals. Saito's biggest goal is to gain high authority in Soul Society, gain many subordinates, use Soul Society as one giant tool of his, revive his brother, create chaos in Soul Society, establish a new military army of his own, and create a world were justice truly is.
While Saito on the outside looks like a lazy, happy-go-lucky kind of guy, Saito is actually extremely intelligent, and is an incredible planner and is very strategic. Overall, Saito despises the way Soul Society has turned out, as he believe that Soul Society has abandoned all sense of justice and responsibility, and thus wishes to climb to the top of ladder of power, so that he can change it from the inside and then take control of it from the outside. These feelings seem to stem from the guilt of making his brother continue his life when he was supposed to die, and how unjust their village's system of law was, which sent Yuuji to his demise.
Despite all these secrets towards Soul Society, Saito seems to be a fairly normal Captain. In fact, Saito is seemingly loved by almost all of his Division, because he turned the 12th Division from a tortured and scared division left by Mayuri, into a strong, well-organized Division. It appears as though many of Saito's division men look up to him greatly, though they'd wish he wasn't so lenient on his work. However, some of the Division members despise Saito, as they for some reason looked up to Mayuri. Otherwise, Saito is also respected by the Gotei 13 and Central 46 for what he's done with his division, and because Saito seems to be acting accordingly with Central 46's wishes so that he can climb the latter of power even faster.
history: Human to Pulse:
Not much is known of Saito's life as a human. Apparently, Saito and his family were originally born in Europe, but moved to Japan for some work. Saito's parents happened to be well endowed scientists, in which Saito also appeared to share the talent. But this was not all of Saito's family, because Saito also had his twin brother Yuuji. Unfortunately, through the large number of experiments that his parents did in their house, and they didn't have any protective gear like their parents, both Saito and Yuuji ended up suffering from mercury poisoning and died shortly afterwards.
Both Yuuji and Saito became Pulses after their deaths. While Saito, the stronger of the twins, wanted to leave their family behind, Yuuji, the more timid one, still wanted to be with their family. After getting in a fight with each other about the topic, Yuuji ran away from their home crying, with Saito chasing after him trying to apologize. Unfortunately, Yuuji was confronted by a hungry Hollow first. Right before the hollow was about to sink its teeth in, or Saito couldn't save him, suddenly the hollow's head was cut strait off. Standing in the street was their savior, a regular Shinigami. However, before they could say thank you, the Shinigami performed the Soul Burial and sent the twins out to Soul Society.
Entrance into Soul Society & Yuuji's Demise:
After the Soul Burial, both Yuuji and Saito arrived at Rukongai. Surprisingly, both Saito and Yuuji arrived at the same place at the same time. However, the residents of the area in Rukongai where they arrived took this as a bad omen, and therefore didn't trust the twins. At this same time, Saito also discovered that he had a large amount of Reiatsu, though he never told anybody about this. Unfortunately, most likely because of Saito's large reiatsu and the fact he couldn't really control it, may have caused numerous amounts of disasters among their area. Sadly, the villagers there blamed all these disasters on the twins, and took their own precautions.
After numerous disasters around their area in Rukongai, the villagers could no longer tolerate the twins. They eventually kidnaped the twins and took them on a small boat to a small deserted island on the water. The villagers left the twins stranded on the island, only leaving them a survival knife and telling that they'd only bring one of them back. For a couple of months Saito and Yuuji struggled to survive buy hunting and fishing. However it wasn't enough sometimes, and the twins started to become sickly and thin. FInally, Yuuji's weak spirit gave in, and he started to die. In a blind rage and fury, Saito started blast off huge amounts of reiatsu and eventually managed to encased Yuuji in a large crystal that was barley keeping him alive. Shortly after this, Saito hid the crystal holding his brother inside a cave, and was eventually picked up and brought off the island, not telling them about what he had really done to his brother.
Entrance into the Academy & a Goal:
A few years after the incident of his brother, Saito eventually recovered from the incident. However, Saito still had one wish, and that was to revive his brother from the crystal Saito had created. At this same time, Saito also learned of the existence of the Captains of the Gotei 13. Saito also learned of the power and privileges that they gained, setting another goal in his life. To become a Shinigami Captain to gain the necessary materials to revive his brother Yuuji. Following these goals, Saito quickly left his village to train to control his reiatsu more. After a couple months of training, Saito left for the academy and was eventually accepted into the Shinigami Academy, with his goal to climb to the top of Gotei 13 and become the 1st Division Captian General. Shortly after Saito entered the Academy, Saito met his closest and most trusted friend, Tesshiori Keikage. Keikage became so trusted that Saito ended up telling her of his grand plan, in which she actually agreed to and would help push him to the top. (However Keikage also pushed Saito in his studies and would beat him up when he didn't study.)
While in the Academy, Saito attempted to not stand out and draw attention to himself, as it would inevitably discover his secret of his brother. Saito had surprisingly high grades but was simply in the top ten of his class. Saito would also often skip classes to loose grades to help him not stand out and keep his grades so they weren't so noticeable. Saito also specialized in health and science so that he could join the 4th division when he got out, which would help keep him not noticeable. At this time, Saito also learned of the Central 46 and that it held a high authority in Soul Society and it could become a great asset to him. Shortly after graduating from the Academy, Saito happened to meet the Shinigami that sent him to Soul Society in a rundown shack in Rukongai. Apparently the Shinigami had gone mad over the gilt of killing so many, even if they were Hollows. Feeling pity for the man, Saito killed him with his own Zanpaktou, and because it was the victims own Zanpaktou, nobody ever found out that Saito was the criminal.
The 4th Division & the War Starts:
Shortly after Saito murdered the Shinigami, though was never discovered, he had graduated from the Academy. After his graduation, Saito was placed into the 4th Division just as he had planned, and into the 7th seat to boot. There, Saito learned large amounts of medical applications and also about the interior of Soul Society. It is also thought that at this time, Saito gained his Shikai, though he never really revealed its elemental abilities. While all this was going on, Saito also met and became good friends with Hanataro in his division.
However, all of these events were shadowed over by a dark future. Unfortunately the war with the hollows had started to arise shortly after all these events, and Soul Society had to start sending soldiers to fight in Hueco Mundo on the front lines. Saito was also sent into the front lines as a team medic, which was all according to his brilliant plan to climb up the ladder in Soul Society.
Secrets of the Front Lines:
Shortly after Aizen rekindled the war between the Arrancar and Hollow against Soul Society, several divisions were sent out to fight on the front lines. Some of these included the 13th, 11th, 12th, and 4th. So, as to be expected, Saito was sent out onto the battle field in Hueco Mundo. Apparently large battles were going on down bellow in the canyon like Menos Forest. Saito was stationed with about five other Shinigami, and the leader of the group was the 3rd seat of the 12th Division. The group then went off into the battlefield, and went into a bloody fight.
While in the battle field, the team had managed to get into the mid area of the canyon-like-forest, but were seperated from other groups, with balas, ceros, and kidous flying through the air. And then suddenly Saito saw a chance to go into the next phase of his plan. A number of balas hit the top of the canyon, sending down large boulders down on the group and separating them from their leader, the 3rd seat of Division 12. As the 3rd Seat went around the ruble to try and reconnect with his group, he ended up finding all of the dead, except for Saito who wasn't present. He then heard a noise and ran around the corner to see what it was, only to get stabbed in the heart by Saito. Shortly after this incident, a campaign group led by Captain of the 13th Division, Ukitake, and company found the five dead bodies that were mostly burned down to bones from what appeared to be a Meno's Cero blast, and a seemingly injured Saito. Ukitake helped Saito back to the base, with his team taking the bodies away, unable to tell that their murder had been Saito.
An Unlikely Transfer:
Shortly after Saito had murdered his teammates, what was left of their bodies were taken into examination. Fortunately, the bodies had been severely damaged from the cero blast, and they were unable to tell that Saito had really killed them with his Zanpaktou. Saito was then transfered back to Soul Society to rest and heal for a little while, but unknown to them all, was that Saito's master plan was going according to schedule. While recuperating, Saito was called for a meeting with the Commander General. In this meeting were the Vice-Captains and Captains of both the 4th and 12th Divisions. In the meeting, Saito was asked if he would go through with a transfer to the 12th division. While only the Vice-Captain of the 4th Division disagreed with the idea, everyone else seemed to comply with the idea, and Saito quickly agreed, just as he had originally planned. Apparently the idea was thought of by the 12th Division Captain, as he found Saito interesting since he had survived when his 3rd seat didn't.
The Twelfth Division & an Agreeable Murder:
Shortly after Saito had spent about over year in the war, Ichigo, Rukia, Renji, and Sado created the barrier of the worlds and helped stop the war and maintain peace for as long as possible. Saito and company finally returned home, where Saito started to actually do his job as 3rd Seat, and started to plan for the next part of his plan; murdering his Captain. Saito had perfectly planned all his previous moves, and had landed in the 12th division, which was perfect for him. In his plan, in order to become Captain and start truly gaining the Gotei 13 and Central 46's trust, Saito had to become a Captain, and subsequently get rid of the previous Captian. This was perfect for Saito, as tension had already built up between Gotei 13 and Captain Kurotsuchi, and not many people liked him because he was almost a monster. Little did he know though, Saito was going to share his position with his old friend Tesshiori Keikage. (Mostly because Mayuri was too interested with Saito, and forgot that he had promoted Keikage.) However, sharing this position ended up helping Saito with his planning into success and also would help make Keikage look good if Saito climbed higher in the ladder of power.
About a year later, Saito set his plan into action. For months Saito had secretly been sending information on Captain Kurotsuchi's secret research to the big heads in Central 46, and not of these tests and researches were exactly legal. Central 46 could no longer ignore these dangerous test, and sent a team out to bring in Kurotsuchi, dead or alive. Kurotsuchi ended up running away from the team, and tried to flee into the forest. There waiting for him was Saito, with his Zanpaktou in its Shikai form. Suddenly a huge green fire blasted through the forest area. When the search team got there, they found Saito sheathing his sword and Kurotsuchi's severed arm burnt badly on the ground, presuming he had died. However, small rumors still linger that Kurotsuchi is still alive somewhere.
Ruling the 12's and the Researchers:
Shortly after the supposed death of Captain Kurotsuchi, Saito was appointed as head of the Research Department and Captain of the 12th Division. Saito was given these positions for completing all 3 requirements for becoming a Captain. First he killed the previous Captain, he also gained Bankai shortly after that same act, and Saito was recommended by Captain Unohana, Captain Ukitake, and Captain Kyōraku. Everything from now to the very begging had all gone according to Saito's grand scheme to slowly climb his way to the top of Soul Society, control it, and then let it collapse on itself. Shortly after becoming Captain, Saito then created a secret research facility, that only he knows of, and is using the same blueprints that helped make Vice-Captain Nemu. With these, Saito is secretly trying to make a new body for his brother, who still resides on the small island, though Saito went back there to get a DNA sample to help his research. Saito is using all of these to help move Yuuji's mind and soul into this new body, because after the crystal disappears, Yuuji's body won't even hold out for a few seconds.
The Present & Plans for the Future:
Currently, Saito is still the Captain of the 12th division and the 3rd President of the Research Division. Saito is also still trying to make his brother a new body, but now believe that he requires the Hōgyoku to truly make his experiment work. However, to make sure that Central 46 isn't on his tail, Saito is still putting up the perfect Captain act, and not revealing his secrets to anybody. Saito also seems to be very caring of his Division, and also is trying to be a candidate for the Commander General spot. Saito plans to take that spot, and use its powers to commence a fullblown attack on Aizen, kill him, and give him enough time to steal the Hōgyoku. This would not only cause disarray in Soul Society by the losses of soldiers, but also would get him on the good side of Central 46. Then, with this in his record, Saito hopes to be nominated for being a member of Central 46, thus gaining a huge amount of power and recourses, and justify almost anything he wants. After causing some changes in Soul Society, and creating disorder all around their world, Saito hopes to revive his brother and then create an organization that would "liberate" Soul Society and make it a place were Justice truly resides. This Organization that Saito is starting is planning to be called the "Order of Black Kings". However, for now, Saito plans on keeping a low profile, and slowly climb up the ladder of power, so that he can live in a world of justice and peace with his brother Yuuji. Saito also seems to be working along side with Tsshiori Keikage still.
